党的十六届四中全会 the 4th Plenary Session of the 16th CPC Central Committee

On Sept 19, 2004, the Fourth Plenary Session of the 16th Central Committee of the Communist Party of China (CPC) decided to list "building a socialist harmonious society" as one of the major strategic tasks in a policy document on enhancing the Party's governance capability.

2004年9月19日，党的十六届四中全会通过《关于加强党的执政能力建设的决定》，明确提出构建社会主义和谐社会的重大战略任务。
